USDA’s Office of Agricultural Affairs (OAA) in Manila, hereinafter referred to as “FAS Post Manila,” reports that the Philippines ranked as the 11th largest market for U.S. agricultural and related products in 2024, reaching US$3.5 billion. The U.S. remains the largest single-country exporter of agricultural products to the Philippines. 

The Philippines is by far the largest U.S. processed food export market in ASEAN and, as of 2024, sixth largest overall. In 2024, U.S. processed food exports declined 16% and totaled well over US$1.6 billion.

According to Euromonitor, retail sales in the packaged food market in the Philippines had been estimated to reach nearly US$17.9 billion in 2024, continuing as the second largest packaged food market in ASEAN after Indonesia. By the year 2029, retail sales in the packaged food market in the Philippines are expected to reach US$25.5 billion. 

FAS Post Manila reports that the Philippine food retail market registered healthy sales growth of 8% in 2023 despite inflationary pressures. FAS Post Manila expects slower retail sales growth at 5% in 2024 due to thriftier spending and less home cooking. Modern retail store expansion in key cities and provinces generates additional retail sales. Stores continue exploring new imported food and beverage products to offer novel options to consumers.

Foodservice Sector

FAS Post Manila reports that they see continued foodservice sales growth at 12% with the expansion of stores and customer queues in restaurants. As more consumers dine out, restaurant chains open new restaurants, cafés, kiosks, and bars, as well as franchise international restaurants in the Philippines. With international tourists surpassing government targets, a strengthened tourism industry with more than 5 million international visitors in 2023 boosts sales as events resume in hotels and event venues. 

As restaurant chains expand, FAS Post Manila forecasts sales growth at 12% in 2025 of limited-service restaurants, the largest foodservice category. The top five limited-service restaurants accounted for one-third of total limited-service restaurant sales in 2023. 

Food-Processing Sector

With 60% of the Philippines’ food produced locally, the country imports to secure supply and provide variety of products. ASEAN, China, India, New Zealand, and Australia benefit from preferential market access and proximity to the Philippines. Canada and Europe compete for premium products but face similar constraints as the U.S
