Job Description


Supervises accounting and reporting functions

  • Accountable for accurate data entry, bookkeeping, journal entry, financial statement preparation and verification of information for all Food Export - Northeast accounts and funds
  • Calculating and verifying all transactions and journal entries, posting and balancing general ledger and reconciling general ledger accounts.
  • Compute and prepare financial reports and analyses as required by Board of Directors, Executive Director and Program Managers.
  • Accountable for accuracy in accounts payables, accounts receivables, and wire transfers.
  • Monitors cash requirements and submits reimbursement claims to the Foreign Agricultural Service (FAS) as supporting documentation warrants.  Ensures that Food Export – Northeast and FAS records are in agreement.
  • Organizes and maintains effective filing systems for financial records for operating and program funds.
  • Accountable for accurate and timely tax payments and payroll processing.
  • Responds to inquiries from vendors and activity managers, FAS regarding payments, budgets and financial information for specific activities.
  • Prepares and maintains current Accounting Procedures Manual.
  • Reviews and approves bank reconciliations.
  • Works closely with counterpart at Food Export - Midwest to ensure consistency in procedures and a smooth process for re-billings.
  • Responsible for supervision of Finance Coordinator staff members.
Assists external organizations with audit and review procedures
  • Provides necessary financial records as requested by auditors.
  • Prepares all necessary documentation to support information that is requested.
  • Answers any questions by auditors relative to Food Export - Northeast's activities or financial records.
  • Assists Executive Director in the preparation of reports and materials for the Food Export - Northeast Board of Directors meetings.

Other Directs internal administration of the Employee Relations program

  • Oversees accurate and timely initial enrollment and enrollment changes for employees for all relevant insurance and retirement benefits.
  • Serves as primary liaison with benefit plan vendors
  • Calculates retirement plan contributions and makes necessary payment to plan administrator on a timely basis.
  • Advises Executive Director and Deputy Director on all relevant issues regarding employment benefits program.
  • Oversees an effective record-keeping system for employee sick and vacation use.
  • Coordinates interviewing, testing, and hiring of new employees.
  • Coordinates training of new and current employees, including making sure training plans are prepared and searching out and making employees aware of training opportunities that are available.
  • Ensures that Food Export - Northeast is in compliance with FAS Civil Rights regulations.
  • Identifies need for changes in employment practices and ensures that Food Export - Northeast employment handbook is kept up to date.
  • Drafts changes in current or new position descriptions as required.
  • Maintains accurate and complete personnel files.
  • Works with Deputy Director to identify opportunities for and implement events for greater social interaction and teambuilding among staff.

Other

  • Undertakes special projects as may be assigned by the Deputy Director or Executive Director that are important to Food Export USA, its member states and company participants.

Requirements


Education:
  • Four year college degree in accounting, finance or a related field. Advanced degree and/or CPA certification strongly preferred.
Work Experience (highly preferred):
  • 5+ years of work experience in fund accounting, non-profit accounting and government program administration, or closely related field.  2+ years of experience in a supervisory capacity.
Core Competencies:
  • Requires a complete understanding of all generally accepted accounting principles, including fund accounting, and all internal control practices and their practical implementation.  Understands and is able to complete all required journal entries, posting, financial statement and subsidiary report preparation and review to ensure accuracy and balance.  Understands and is able to complete budget preparation and analysis.  An understanding of and experience with using Abila MIP Fund Accounting (MIP) fund accounting software program, the Market Access Program, Foreign Agricultural Service policies and procedures, and how they affect all Food Export - Northeast's financial activities is strongly desired. 
  • Requires focused attention to detail, organization and administrative skills; requires advanced software competency, including Microsoft Office 2010, and ADP’s suite of payroll, time tracking and 401k administration products.
  • Must be able to prepare oral and written reports in a professional and concise manner, and be able to communicate effectively.
Physical Demands/Work Environment:
  • Work is performed in a standard office environment. This position requires light duty physical work, conducting general office duties, participation in trade shows, and market promotions, Requirements include carrying multiple files and printed materials.  
  • Occasional domestic travel required (up to two three weeks per year). There may be an opportunity for international travel.
